Let’s put it in perspective using documented research from the U.S. Dept of Education on the subject dealing with illiteracy in America. In the nation, there’re a huge amount of people who can speak the language, but unable to read and write.

In September, 1993, the most detailed portrait ever available on the condition of literacy in America was released by the U.S. Department of Education. The National Adult Literacy Survey (NALS) evaluated the skills of adults in three areas: prose, document and quantitative proficiency. Results showed: 21%-23% (40 to 44 million adults) were at Level I, the lowest of five levels. This group is LVA's primary target population — those we refer to them as functionally illiterate. 25%-28% (50 million adults) were at the second lowest level. Their skills were more varied than those of individuals in Level I, their repertoire was still quite limited." The literacy proficiencies of young adults were found to be somewhat lower, on average, than the proficiencies of young adults who participated in a 1985 study (the National Assessment of Educational Progress).

According to the National Education Association, the breakdown for the total population of adults non-literate in English is as follows: 41% are English speaking whites, 22% are English speaking African Americans, 22% are Spanish speaking, and 15% are other non-English speaking people. In terms of age and geographic distribution, the NEA reports that 40% of these adults are 20-39, 28% are 40-59, and 32% are 60 or older; 51% live in small towns and suburbs 41% live in urban areas, and 8% live in rural area. Finally this sort of evidence would make the second language English learners, moving to or residing in the U.S., more hopeful of speaking better English since most of them can already read and write a bit compared to a lot of people in the United States.
